BREAKING: FAA USAS System Now Live – Mandatory US Agent for Service Requirements in Effect

As of today, all new applicants for FAA certificates, ratings, or authorizations under Parts 47, 61, 63, 65, 67, or 107 who have a foreign address and no US physical address on file must designate a US agent for service before their application can be processed.

The clock is also ticking for current certificate holders, who have until July 7, 2025 (nine months from the publication of the final rule) to designate their US agent.


What Is the USAS System?

The US Agent for Service System (USAS) is the FAA's new online portal specifically designed for international certificate holders to:

  • Designate a US agent for service

  • Update agent information

  • Change agent designation

  • Certify agent acceptance of responsibilities

This system implements the requirements outlined in 14 CFR sections 3.301 through 3.303, which mandate that individuals with foreign addresses who hold or apply for certain FAA certificates must designate a US-based individual or entity to receive important FAA documents on their behalf.

  1. You have a foreign address on file with the FAA

  2. You do not have a US physical address on file with the FAA

    • Part 61 (Pilot Certificates)

    • Part 63 (Flight Engineer Certificates)

    • Part 65 (Air Traffic Control Tower Operators, Aircraft Dispatchers, etc.)

    • Part 67 (Medical Certificates)

    • Part 107 (Remote Pilot Certificates)


How to Designate Your FAA US Agent for Service

The process is straightforward:

  1. Visit usas.faa.gov

  2. Create an account or log in with your existing FAA credentials

  3. Follow the on-screen prompts to enter your personal information

  4. Provide your certificate details

  5. Enter your US agent's information:

    • Full name

    • Type of agent (entity or individual)

    • US agent address (must be a physical address, not a P.O. box)

    • US agent's email address

    • Optional: Phone number and fax number

  6. Certify that your agent has accepted the responsibility


Critical Deadlines to Remember

  • New applicants (effective immediately): Must designate a US agent before any certificate, rating, or authorization will be issued

  • Current certificate holders: Must designate a US agent by July 7, 2025

  • Information updates: Any changes to your US agent information must be submitted within 30 days of the change
